On the one hand there is the awakening conscious-ness of homo civicus, i.e. a member of civil society; on the other hand there still are many people who demand care from the state. The threat to the young democracy is populists, who are able to convince part of the population. A serious problem is education towards strength-ening the rule of law and learning responsibility for oneself and one’s community. Only the awareness of human rights and forming proper relations between the individual and the au-thorities can guarantee the emergence of a real civil state.
